I was not saying the term is not in use, but that I do not recall hearing it lately. There are phrases everyone may know, but are not often used now, and I think this may be one of those. We wage war constantly, but I don't think we use that term to describe our criminal actions. Oh, I'm forgetting that if we do it, it is not criminal, only when those we do not agree with do it is it criminal.
